Steve Yeah- Oz is correct. In order for me to make it so my page proportionately resizes in different screen resolution settings- I needed to use negative margins (Suho?s suggestion). I think that is the problem. The only difference between the contact button and the other images is that contact does not have a negative margin, so the browser is only interpreting the 77% top. I took out all negative margins for the orange images and positioned them in absolute pixels.
