When you create some text in Illustrator you can add a line around the text and specify it's width.
BUT, when you scale up the text the line still remains as thick as you specified.

Is it possible to make that line a kind of relative so it's thickness would grow too when you scale it up?

Yep. I know when I option+click with the resize tool. it has a check box to scale line weights or not. Must be some preference somewhere that sets that for dynamic scaling too.

'zactly right, Steve. In Illustrator 7/8, it's "Scale Stroke Weight," in 9+ it's "Scale Strokes and Effects," both in Edit>Preferences>General. If you ever want to scale a stroke but not an effect, you're out of luck -- you'll have to clear the effect and reapply it after scaling.
