Does anyone know a way to setup up a server on your computer so you can test your server-side scripting apps before you use them?

yeah you pretty much have your pick.

Depends on the scripting language.
but any will work

If you tell us your OS and language we can be more specific.

fox-hunt (haven't used it but it looks really cool) I don't think yet installs perl, for that you will need ActivePerl
