I have a simple site with a basic fraeset & 2 horizontal frames on top and bottom. The top frae holds a page with links to external sites and pages on other sites which open in the bottom frame. I was wondering that whether it be possible to click on a link in the top frame thus opening a page in the bottom frame with the background color of that page changed according to my liking and how it can be done.. I'd really like any suggestions!

nope it's not possible to do a script that will alter a page that is not on the same domain as the script/page. If both the page with the script and the one you want to alter are on the same domain, you simply have to preffix you JavaScript statements with a reference to the frame you want them to be executed in. For that, you must use the window object and its properties like parent, top, frames, ...
