Often the determining factor is what kind of bridging service is in place for cellphones in a particular area. There might be a WAP bridge in place , or maybe GSM is available. PHP can be used to make dynamic WML pages with just a few tweeks to either the httpd.conf file on an Apache server or by setting handlers in your htaccess files (this may be your only choice if you are not a systems admin for the webserver). If GSM is available in your area cellphones can get XHTML pages too.
