Capital. I would say scrape all the $ you can together, write up a slick biz plan and try and get a small biz loan at a 3:1 or at least a 2:1. Undercapitalization is the #1 reason for small biz failure. I would say thats the primary contributing factor to the failure of mine...that and the 'tussin binges...

Here is an article on undercapitalization. If you're in the US you can contact your local Small Biz Association they are subsidized and pretty much exist solely to help you out. I am not saying you cant run it out of pocket...I did for 4 years, but having a buffer of capital and seed money to start can save you a lot of stress down the road.

Other than marketing and hardware and software expenses, a small Web design company doesn't need much capital. Effective marketing efforts usually result in running capital. You don't need $100K, $1M, etc. $50K would be nice though. Even $10-25K would be nice. Non-home office space isn't required for most startups either.

I started my strategic branding studio with no capital.

The best thing that you can do is talk to a CPA. They will have all the information that you need on the financial end, as well as some good ideas as to where to get the money and what you need to start the business. A lot of CPA's will give free consultations to people looking to start a small business. You just have to look. Also like DL-44 was getting to, you should have a good understanding of web design before you start. You don't want to get yourself into something that you can't handle.

Oh and Good Luck with the business venture.
