Wow! Now that is what I call an economic incentive to establish a working base on the Moon!!

Some private company is going to achieve this, and make billions!

isn't that cold fusion? containment of energy released during fusion? which have been proven not possible?

No, so-called "Cold Fusion" is at relatively lower temperatures - what is being mentioned here is actual fusion, at relatively high temperatures.

Something that occurs in Stars, for example (and it has been proven possible in a laboratory).
