First off, there's a good chance this is completely the wrong forum for this, however, none of the others seemed to fit real well either.
Second, I've never worked with SNMP before, so I feel like I'm completely fumbling around in the dark here (probably because I am).

So, to the point already...

Is there a not-too-complicated way to make an application run on a specified oid? Or listen on that oid, or whatever the correct phraseology might be.
Or might there be some other way to write a couple applications that can talk using SNMP?

My apologies for the possible incoherentness of the post (see my second comment).

SNMP's purpose is the discovery and management of network resources. Communication between end-nodes like what you're proposing is not really its game. I would suggest two applications that Discover via SNMP, and then share that discovery data through a TCP/IP data stream

The problem I have right now, is that I don't have any hardware to talk to. So what I was trying to do was write a small app that could pretend to be the device(s) that I'll eventually be sending stuff to, which I was able to do, except that my fake device(s) use my own made up xml protocol instead of SNMP.

Anyways, it sounded like a good idea at the time. I've just got a lot more reading to do.
