was wondering if anyone has used or made a web based FTP client. I was working on rolling my own but they are wanting to get this, and many other things, up and running a bit quicker than I can work.

I have used FireFTP an extension for Firefox, is that the sort of thing you're after?

actually I am looking for something that can run on the web server to be used for FTP.

ok....I think I found an web based FTP client to use however, I need it to do one thing....email certain people when files were uploaded

here is the ftp client i am probably going to use.

I've always liked Perl for uploading since the php.ini at Dreamhost was set to allow only 7/8MB uploads through post/upload. If your php script is actually using FTP instead no reason it shouldn't work (not familiar with it at all).

A few good choices in Perl that seem to be exactly what you're loking for:

Lite (free), Plus, Gold and Pro all seem to meet your requirements.
