Not sure what else to call it but here is the deal.

see the blue box under the left menu? Can someone show me or give me some idea as to how to make that expand height wise with the center content?

I got it this far but that's it. I know the colors are bad but I didn't pic them

I had an idea about using a repeating background image, but I don't think it will work as you've got borders around your blue area. I hate to say it, but the design doesn't lend itself well to pure CSS, it's a fairly old-school design from the table-design era.

you could use a repeating background, and do the white borders using the css border property. just add a white border to the bottom of your nav ul. You will need to redo how you have the borders on your nav elements set up, but it shouldn't be too hard. You'll need to add a footer as well, like in the example reisio linked.
