I just finished building a site and my own shopping cart but have to complete the project with some way to process the credit cards. After lots of search and reading on ozone I decided to go with Google Checkout as it has a low transaction fee and all. Its slightly less integratable but I can work with it.

I haven't signed up yet but it required the same thing as Paypal which is sending information via API. I did some XML/API google search and found really nothing.

Is API an language or protocol of some sort. How do I program for this or learn to program in this language if it is one at all.

API stands for application programming interface.
An XML API is just an API using XML as format to exchange pieces of information between applications.

Have you looked at Google Checkout API documentation ? It should have all you need to know to "talk" to Google Checkout and be done with the transations on your site.
