Basically because it is a word processor with the ability to export as HTML but does so poorly. Up to Word 97 the actual export was fairly straightforward but with Word 9/2000 the unwary could find themselves with massively bloated webpages with horrific code (it can be up to 2 or 3 times the size). This is because it adds non-WWW tags and styles so that you can go back and forward between Word and the HTML version. For an explanation and fix see the links below:
