I'm doing stationery materials for printing.I have one doubt if i do this in raster program photoshop etc do i have to convert it to vectors in streamline or export to illustrator to have good quality of printing.Or it's case of printer parameters and uncompresed format will be enough.

Simply use a very high resolution image to being with. Eventually everything is rasterized. Even those vector images are put into pixels on your screen.

Find out what your print resolution is and then go at or around that when making your image, or at least make sure you're not at 72 res or something crazy like that. 300 dpi will do for most poor quality printers, go up from there as needed.

resolution of image is 28,346 pixels/cm i dont know how it refers to dpi.

When i change image resolution it shows me when I wanted to save image that image excided size.So what is suitable resolution in pixels/cm for printing?

At the company I work for ( making catalogs) we use images that are 300 dpi. From there you can manipulate the image as needed. And always make the images CMYK.
