1. Humans go through puberty after having learned the bulk of information they need to survive. Same goes for a lot of species on this planet.
2. Humans are going through puberty at an earlier age then 20 years ago.

learning "what you need to survive" and being an intelligent person can be vastly different things.

Staying alive is not in itself a credit to the education system

Unless you're being taught how not to die, in which case the education system is working well.
