I think Suho has the right idea; you need to do some more study online. If you want to look for sites that have the same target audience, try going to national organizations that revolve around education. These sites are usually designed by professionals, and they contain less cheezy graphics and gimmicks than the local ones. I went to the National Education Association's site (without looking at code), and it seemed a good starting point for you.
