IE's font sizing feature (and possibly other browsers) doesn't resize fonts with px mesaurements because using px to define fonts tells a browser that you need pixel perfect control over your fonts for the design to work. Quite simply, if you want to offer some user control of font sizes then you'll have to surender any pixel perfect font sizing because you'll never know what the browsers settings will be.
