While that may not be the problem, you should really have one - the principle here being, let's work out the larger problems before we work out the smaller ones. I suspect that the lack of a doctype is accompanied by other non-standard things, as is usually the case. So I encourage you to work this out before worrying about smaller CSS (and other) problems, since those will likely change once you start doing things the right way on a larger scale.
