In the html document you should only have the content and some tags describing what the content is, ie <h1> for heading, <p> for paragraphs etc. Then you use the css file to style the document, either for viewing on a pc screen, printing or some other device. All files you 'link' to in the html document are downloaded, javascript files, images, css files etc. The good thing with using CSS files that the file is in the computers cache once it is downloaded.
