I would take a look through the archives at http://www.alistapart.com for some great things to think about before redesigning. I've been reading through those quite a bit lately and there is some absolutely great information there. There are also lots of links to other great places there as well.

In search for answers the faq is a good place to start.
:FAQ: - Webdesign

Another nice place to find info is The Gurus Network's tutorial section. The "What is behind the great designs"-tutorial by DMS is definatly worth a look.

Read some of the information you find there and you'll have a good start.

Just one thing I have to caution you against. Don't design the page in Photoshop first and then move it to the web. 'Static graphics' and the web are two different things and should be treated differently. When designing in Photoshop it is easy to get stuck with a layout that looks nice on your exact resolution. That works for ordinary graphics, but the web is viewed by users using all different kinds of resolutions and the page have to look nice in all of them. But there is nothing wrong creating parts of the page elements in Photoshop (e.g the header, background), but don't create more than that...
