Read some of the information you find there and you'll have a good start. Just one thing I have to caution you against. Don't design the page in Photoshop first and then move it to the web. 'Static graphics' and the web are two different things and should be treated differently. When designing in Photoshop it is easy to get stuck with a layout that looks nice on your exact resolution. That works for ordinary graphics, but the web is viewed by users using all different kinds of resolutions and the page have to look nice in all of them.
