There are a few tags in your code that could be causing you some problems. In the body tag there is an "On Load=bgcolor,etc..." I don't think that you need this. I would suggest using Style Sheets for this kind of thing. This would also get rid of the font tags which are just bad news. Netscape will require you to specify what the width of the tables are, which aren't there. This may be why they look funny and off center. You also have a <div align="center"> and then a <center> tag. You don't really need either one of them. You can change this to the table tag that is already in there <table align="center" etc...> This may take care of a few of your problems with why things are off center.
