Also, in most web browsers you can't position anything over form elements and third-party objects (Flash, Java, etc.) There are exceptions, though - you can position layers over all form elements in Mozilla / NN6 and you can position layers over INPUT elements in IE (but, you can't position them over SELECT elements)...
