User agents should ignore empty P elements.[/quote] So, yes, the <p> tag is supposed to enclose a paragraph of text. In deciding whether to use <p> or <br>, think, "is this a full paragraph?" Not in terms of visual presentation, but in terms of structure. Paragraphs can be single sentences, but choose as best you can. Now, I believe heaader tags (h1 - h6) are considered block-level, which means they're not allowed in P elements, as said above. The W3C spec doesn't explicitly say this, although it is implied, since header elements have line breaks before and after them by default.
