I don't think browsers would grab all the stylesheets you link to only the ones that haven't been disabled. The difference is when you switch and the browser has to grab the CSS with the new styles in - things would clearly be faster if that file was smaller (the main one will be cached). It will also keep maintenance down. On that front could I suggest you generate your switched CSS with PHP? That way you can really get the maintenace down.
