The harsh ending, it would appear, is due to the fact that the MSN footer is placed automatically on the bottom of the page and it simply doesn't have a border applied to its top. This isn't a limitation of CSS but a decision made by the designer. (This is mostly assumed.) The "black gutter" doesn't fall behind the grey panel for me. -Cheers!
