Currently, no. It's a problem that's persisted since the beginning of CSS, and a frustration to many a designer. The only way I can think of to accomplish this: nest a div within a div, set the outer div's width in percentages, and apply the padding to the inner div. It [i]is[/i] a structural hack, so I'll leave it up to you to decide if it's necessary or not. When CSS-3 rolls out, we'll be able to use the new "box-width" and "box-height" for precisely the situation you've described.
