Anyhow if you scroll over that menu quickly, i still get the problem even with that fix. So this really doesn't fix the problem. Thanks for the post and keep em coming. ) Also, please view this page with IE, because this is obviously a IE issue. ~edit~ The problem: Go to (Tools » Internet Options » Temporary Internet Files » Settings) and select "Every visit to page" for your temp files settings in your IE to see the flickerings. The Fix: Change the settings to "Automatically" and put the same background-image behind the image that flickers.
