well, first of all i would model the bulidings etc. with basic shapes like cubes, rectangels,... then i would go to the camera movement and finally the texturing, special effects. i dont know maya, but max is a very good idea for this. for the destroyed bulidings you can use vertex or mesh modification on the objects. but most of the work is the lightning and special effects like fire.
