Heres how those effects are done (Emps tool "flix" automates this process): 1) Take your piece of video footage and copy the frames you want for the animation. Most video requires 30 frames per second. These effects use less than that number, thats what creates the "timelapse photo" effect in the animation. It also keeps the file size down. You'll want around 15 or less. Less is jerky, more is smooth. 2) Import the frames in sequence into flash(this is a frame-by-frame animation). 3) One-by-One select the bitmaps and goto- modify > trace bitmap. Use the color threshhold setting to determine how much detail you want the higher the number the less detail will remain in the animation. 100 is a good setting. Use the same settings on each frame. 4) After you've finished applying the trace to each frame export and play. I've never liked flix(not enough control) but it can be time saver.
