is there another way to prevent formdata being send on page refresh without that little redirect page inbetween like here in the asylum?

and why the hell does my localhost not work in IE when im offline?

It shouldn't be IE it should be any browser. But to if you want an offline development situation you need to install a Loopback Device Driver I can't remember the exact method but basically with your windows disk if you go through the Add New Hardware wizard and install a Network Adapter by Hardware manufacturer , select Microsoft there should be a Loopback Device driver. I think otherwise Google it for your OS.

In terms of the redirect page. It depends there are a couple of other methods. You can log the remote IP of the submitter, store it in a temporary file and not let someone submit twice within say 2 minutes or something. you can also do this by setting temporary "No submit" cookie. This is also one reason why using a POST method can be a little better because it warns a user if they refresh the page.
