Try shooting a similar shot, with the sun in front of you, exposing for the sky. It should be no surprise that everything else will be highly underexposed. And there's nothing magical about the color; as it's been suggested, it's most likely just a blue filter, which would aid in darkening everything. It's a silhouette -- what's so magical about it?
