As i remember i did it:
Clean you HD
Repartion it (one little chunk prox..1-2 MB) one chunk for win98 and another piece for win2000.

Then install win98 complete. in the first partition (this should be an primary partiton and it should be active)
Restart computer.
Acces your cd-rom from within win 98 and put in the win2000 cd.
Now then install win 2000.

Win 2000 wil see the win98 partition and should ask you if you want 98 to stay on your HD----> say yes
win 2000 will ask some more and one of them should be "do you want a boot menu for starting all OS's ?" or something simular.
And win2000 will ask for a location ---> select the pre made partion for win2000. The Boot Menu will go in the litle (1-2mb) chunk at the beginning if the HD
Done...

i am not quite shure about the little(1-2MB) hd block...but i remember me to having made something once.... (this block should contain the very first part off the hd, forget its name).

hope this helpes
