Depends on how extensive the work they want you to do is.

You could start from anywhere of $50.00, to $6000.00 depending on how much you have to do, and depending on how much of your valuable asylum time it takes up.

That's a toughie to answer 'cuz that portfolio page could mean any number of things.

Depends a lot on the look they want, too. I've done largish sites with simple interfaces -- logo, a few graphics, mostly text -- that didn't take long, and I've done small sites with graphically rich interfaces that took a long time (not to mention all the client nitpicking).

Figure out how much you're worth per hour, take an educated guess at how long it will take you to put the site together under ideal circumstances, double (or triple) those hours, then multiply.

A quick note here. Wes knows what he's talking about, pick a good hourly rate (I prefer at least $60), estimate your time and *at least* DOUBLE or TRIPLE the time estimate. Trust me, you'll always cheat yourself on your first time estimate. I can do good time estimates first time through now, but I triple all the times as I go, never does for a client to watch you figure a cost and then multiply it times 3, they get ornery. (Heh.)

I do a fair ammount of contract web work in Brisbane and I usualy charge out at about $30 to $60 Australian an hour. But because I do freelance contracting I have to use my own programs and pay my own tax ect ect...

I hate working by set fees, if I can get away with it I'll refuse to quote direct prices (Almost impossible in this game at times ).

"ok, by 'redesign', does this mean that all the content (ie words) can be pulled across - do you have to worry about writing any content? do they have their own logos to use, or do you have to totally redesign their online presence? do they want any video on the site?"
still confused himself on the whole time estimation issue, he discusses the matter further, inquiring:
"i think it would be a good idea to ask them how they want their new site to compare to the old site. if they want the same stuff, just presented with a little more of a professional look, then it shouldnt be too hard to look at the site, and decide how long it would take you to develop a better version of it. similarly, if they were to tell you that what used to be a single portfolio page should now be an interactive 10 page bandwidth overkill, then it still wouldnt be too hard to work from that."
paging thru his portfolio and bio, threep formulates what he feels to be a suitable rate for this web developer....

"hmmm... ishak? just a tip - reference is spelled 'reference'. anyway, looking at your portfolio (quite impressive), bio, and the economy is the land of oz these days, i would say that if i were you, i would estimate my costs at $40/hour or so - and ensure you tell them exactly what they are getting for their money - YOUR professional services for approximately x hours with y meetings along the way..."
