Preserved Topic: apache+win98

i have apach 1.3.9, activeperl and php4 installed under win98 and the pages do not refresh when i use the hyperlinks in ie, ns, but only if i hit refresh i think it's apache's fault is there any setting i the conf files to make it get the page again?
