Like that...I just was fiddling around with lots of different stuff.
I know this much:
it's two layers, one is just a duplicate of the other with a guassian blur of 2.00 applied to it and one layer is using muliply and the other is using exclusion.

I know there's a inner bevel on the layers that I used the color changer to change from black to blue.
