Is there a way to scale (both up and down) pixel graphics
without getting a anti-alias effect?

Example:
If you draw a white arrow in one-pixel size and stair-like edges
and scale the arrow up the edges will no longer be white but grey
since photoshop tries to smooth out the edges which isn't what I
want here..

click adjust (is that thing called that way?) > mode>indexed color. Resize it, and it'll remain pixely. When you want to edit it again, I'd recommend changing ir to RGB mode (click adjust > mode > rgb)

Hmm... I do not know if I got this question correctly, but that wont stop me

Using mahjqa's effect you loose some of your color depth.

When scaling up, choose "nearest neighbor" instead of "bicubic" at the resample image dropdown.

When scaling down you tend to lose a few pixels using this method.

Yes I am aware of the loss in color-depth but if you just want to resize a specifik object
lika an arrow in an image or so, you could always cut 'n paste the arrow into another blank
image and resize it there to prevent the rest of the color-image to be affected.

I'm with Nimraw on this one. Res up with "nearest neighbor" and no anitaliasing happens. Lovely stair steps.

Nimraw and Steve are right on the ball.

With your PSD open, go to File>>>Preferences>>>General

Under Interpolation, change it to Nearest Neighbor.

Scale your layer up (hold shift for an equal scale....Shift+Alt(option for MACheads) for equal scaling from the centerpoint of the layer) and pay attention to your step edges, sometimes there is a bit of deviancy in the reading if your scaling is a bit imprecise.

Voila.

Now go back and change your preferences before you forget, or it makes for nasty mistakes, and a lot of wondering
No need to open a new document at all, or get colour loss.
