While I don't think it is possible in photoshop, can anyone recommend an application that can do actions to a batch of files (image related of course)

What do you need to do? Photoshop has very powerful batching capabilities under File>Automate>Batch. You first need to create an action (but this can be very complex if necessary) and it's not conditional (meaning the exact same thing gets done to every file in the batch), but it can be a huge time saver.

ImageMagick is great and it's free.

mogrify -geometry 100x75 -quality 80 *.jpg

will do a whole directory full. I use it to resize my pix from the digital camera.
