While I doubt browsers compare the current document, on the fly, to it's "live" dtd, "quirks mode" or "standards mode" are just that, document type definitions stored locally by the browser which will be used to parse the current document. So the dtd is NOT ignored, although it is not dynamically linked and refreshed automatically.
