I think the question is how does a browser work with DTDs. Does it: 1. Read in the DTD and use that to help it parse the remainder of the page. 2. Read the DTD information at the top of the page and then decide which of its inbuilt set of rules it uses for parsing the page. The point is that we are talking about formatting and DTDs don't do that (hence why we have XSL) - they are useful for validation purposes.
