want 2 change background color of a page from external site when refernced within a frame

The top frae holds a page with links to external sites and pages on other sites which open in the bottom frame. I was wondering that whether it be possible to click on a link in the top frame thus opening a page in the bottom frame with the background color of that page changed according to my liking and how it can be done..
