On the editing end I perfer Video Vegas, it's a bit pricy but they do offer an entry level addtion called sceen blast. If you happen to have Windows XP, it comes with a simple video editor as well. Not the greatest but free and it gets the job done. A good place to start is http://www.videohelp.com/, has tons of video related content and a very good fourm on VCD, DVD, and video related topics. Real functionality looks to be comming in version 3, but development seam to be moving quickly.

I just starting out, you might what to check out VitrualDub, http://www.virtualdub.org/ it's a free video capture/processing appliction.
