I think that you'll find that clients are generally something you'll have to go out and find until you prove yourself in the industry, get connections, and have a solid portfolio. Everyone wants clients- it just takes a bit of work to find them. I've found success with local clients generating more clients/prospective clients by word of mouth, etc...

It takes a lot of slow work to get your first few clients.
The best way I've found is to start small and slow. Find some local business, churches, charities, boy scout troops, Chambers of Commerce, etc.
The people who are active at church or the local soup kitchen are likely to be active in other elements of the community. If you do a good job, your name will spread quickly.
Eventually, you'll have a client list to be envious of.

That being said, remember it takes a long time to build your own business. Most businesses in the US (not only web development, but in general) fail. Of those that succeed, they typically don't make their first dollar of profit until the 4th or 5th year in operation.
I don't know the numbers for Australia, but I'd guess they're similar.

Be patient and don't give up.
