That means that, appearances aside, the document simply doesn't flow. You can make an absolutely positioned layout "work". It's much harder to make it expandable, flexible, and logical. Well structured mark-up is the first step to a document that flows well. Second is good use of CSS, without resorting to positioning. Float is your friend.
