On the bottom of the toolbar there is a button that says switch to imageready, click that and your image will be sent to image ready, then you can use Image map tool there, if you don't know what that is, do a google search for Image Ready Image Map...

oh and there is also another way to make a part of the image a link. by using an image map.

mas: to be more precise the link you gave on ALA, explains a method to avoid using the outdated image maps and replace it by an a clean and accessible markup.
