That is with full benifits and in a corporate structure. As you state you are not skilled I would say you could win the bid at $20 and hour, give them a flat rate of $300 for the job. On the other hand, there are a ton of flash developers in my area, if it is a skillset that is lacking in your area you could try putting $500 on the table, and see how that flys. If you are actually going to put your graphic knowhow into overdrive I am sure you could call it in at $500. A really skilled designer might even rate $60 and hour.
