Flash uses a lot of the same things JavaScript uses...only it's handled by a single company (maybe two now), not an association. Furthermore JavaScript support comes standard (and enabled by default) in most modern browsers - I can't think of a one that comes with Flash pre-installed and enabled (maybe that goofy IE shell browser that uses Flash for the UI? :p).
