This site, or more accurately, graphic, as shown, looks like an entry page where interior pages may deviate from this layout, everything about it is saying "small amount of content teasers in fixed width areas leading to more elsewhere". Which leads me directly to my point: fixed width or liquid should be a choice decided by the content you're presenting!
