I am working on designing some web services and would like to be able to use firefox to do some basic testing.

I would like to be able to change the headers that I am sending to the webservice, at this point I would like to change the accept-type header so that it is text/xml as opposed to text/html.

Is there a plugin out there that would allow for custom headers to be created and sent? Or is there another tool out there that would be better suited for the task?

You can change the Accept-Type header by typing "about:config" in the address bar. Search for the value "network.http.accept.default". Some other headers can also be changed in this interface.
If you want more control, the Live HTTP Headers plugin provides a way to send whatever header you want.

Glad you already got help :-)
I ususally use a simple, hacked, Python proxy for such testing.
