Let the free market economy determine how this should be handled. If your ISP charges you more to visit Google then go to another ISP that doesn't. In the US there is no "right" to being able to get everything on the net for the same price. That's just the way it's been done. If you want to have a philosophical argument that everything on the web should be available to anyone for free you're more than welcome, but that's different from Mage's point regarding legislation of business practices.
