Most likely because it exceeds phps memory limit. I have expierenced webservers that would just bomb out with a 500 instead of saying 'memory limit exceeded'. argC and argV are only useful if you are running command line php programs, and as far as I understand the description, they're so that your code can use whatever was passed on the command line. So they are not necessary in a webserver context - the 'perfomance improvement' of not coping an int and a rathor short string are neglicable though.
